Enrollment Application Instructions
Upon receipt of a complete application packet to the Office of Enrollment at the address above, the Enrollment Committee will begin to process the application. All persons (both adults and minors) seeking membership in Wilton Rancheria must comply with these instructions.
- Complete and submit the Enrollment Application Instructions, including the Next Steps section on DNA Testing and Relinquishment.
- Complete and submit the Enrollment Application (separate document attached). Original signatures are required.
- Complete and submit a Family Tree (separate documents attached) with supporting documents, such as copies of birth, death, and/or marriage certificates, or other information that will establish you are a Lineal Descendent of a Distributee or Dependent member in accordance with Article III, Section 1 of Wilton Rancheria’s Constitution.
- Submit your original Birth Certificate and your Social Security Card. We will make copies of these documents. Original Birth Certificates will be returned after you completed the application process.
- Submit any applicable Court Orders concerning marriage, divorce, etc.
- Submit any applicable Adoption Orders and related information.

Next Steps
Upon successful processing of the initial application below, you will be required to undergo DNA testing and provide relinquishment evidence if applicable.
(1) DNA Testing
If the applicant’s sponsor is not a Tribal Member, the sponsor will be required to provide for payment of the DNA testing directly to the testing facility. In all other cases, the cost of the DNA test will be initially paid for by the Tribe, but the applicant or sponsor must agree to reimburse the Tribe for the cost of the DNA test, whether or not the DNA test leads to a successful enrollment. See the FAQs for associated costs and additional information. By signing below, you certify that you understand and agree to (i) provide for payment of the DNA testing directly to the testing facility if you are a non-Tribal Member sponsor; or (ii) reimburse the Tribe for the cost of the DNA test(s) associated with this application in all other cases. WHO IS ELIGIBLE FOR TRIBAL MEMBERSHIP?
Section I. Requirements. The following persons shall be eligible for membership in Wilton Rancheria:
a. All persons listed as distributees or dependent members in A Plan for Distribution of the Assets of the Wilton Rancheria, According to the Provisions of Public Law 85-671, enacted by the 85th Congress, approved August 18, 1958, as approved by the Department of the Interior Department’s Bureau of Indian Affairs on July 6, 1959; and
b. All lineal descendants of an individual eligible for membership under subsection (a) above, regardless of whether that individual through whom eligibility is claimed is living or deceased.

CAN THE OFFICE OF ENROLLMENT GUARANTEE THAT I GET ENROLLED BY A CERTAIN DATE?
No. The Office of Enrollment cannot guarantee that applicants will be enrolled in a certain timeframe or by a specific date. Your application will be processed in the order it was received. The Enrollment Committee will review your application as quickly as possible. The Office of Enrollment and the Enrollment Committee must follow all the steps necessary to ensure that your application and records are complete, accurate and valid.

HOW LONG WILL IT TAKE FOR MY APPLICATION TO BE APPROVED?
The length of time for the enrollment process varies between individuals and their specific circumstances. Factors that may cause delays include spelling errors in application materials, missing required documents, discrepancies on birth certificates, and inconclusive DNA test results.

WHEN CAN I OBTAIN A TRIBAL ID CARD?
All tribal members age twelve (12) years and over may obtain a Tribal ID card. You will receive a Tribal ID card once you are an enrolled Tribal member of Wilton Rancheria.

WILL I RECEIVE A PER CAPITA PAYMENT OR OTHER TRIBAL BENEFITS IF MY APPLICATION IS PENDING?
No. Applicants will not receive any type of payments or benefits until they are an enrolled Tribal Member of Wilton Rancheria.

CAN THE OFFICE OF ENROLLMENT ASSIST ME WITH RESEARCHING MY GENEALOGY?
The Office of Enrollment does not assist with personal genealogy research and cannot release information regarding ancestors. The applicant may contact family members that can assist them if they consent. There are also a number of genealogy resources online that applicants can refer to.

WHAT IS THE COST OF THE DNA TESTING?
The DNA pricing and information from Accuprint Labs of Sacramento is as follows:
- Paternity/Maternity Legal DNA - $300.00 (up to 3 people) 4th person $150.00
- Siblingship Legal DNA - $400.00 (up to 3 people) additional 4th person $150.00
- Avuncular Legal DNA - $400.00 (up to 3 people) additional 4th person $150.00
- Grandparentage Legal DNA - $400.00 (up to 3 people) additional 4th person $150.00
Out of State test prices vary depending on the alternative DNA testing site. Prices are subject to change.

WHO PAYS FOR THE DNA TESTING?
If the applicant’s sponsor is not a Tribal Member, the sponsor will be required to provide for payment of the DNA testing directly to the testing facility at the time of testing. The Tribe will not reimburse the sponsor for these costs.
In all other cases, the Tribe will initially provide for payment of the DNA testing, but the applicant or sponsor must agree to reimburse the Tribe for the cost of the DNA test, whether or not the DNA test leads to a successful enrollment. If the DNA test is inconclusive, the applicant or sponsor is still responsible for reimbursing the Tribe for the cost of the DNA test, with no exceptions.

WHEN WILL I START TO RECEIVE GENERAL WELFARE PAYMENTS AND PER CAPITA PAYMENTS?
Successful applicants that become enrolled Tribal Members will start to receive General Welfare and Per Capita payments on the first distribution date after their enrollment, whether or not prior distributions cover a period of time in which the new Tribal Member is enrolled. Newly-enrolled Tribal Members will not receive any distributions, or any portion of any distributions, made prior to their successful enrollment.
For example, if a General Welfare or Per Capita payment is distributed quarterly, at the start of the quarter, and is intended to cover the entire quarter, successful applicants that become enrolled Tribal Members in the middle of the quarter must wait for the next quarter to receive that distribution. The newly-enrolled Tribal Member will not receive the General Welfare or Per Capita payment that has already been distributed, or any portion of that General Welfare or Per Capita payment that has already been distributed.
You can request an original certified copy of your Birth Certificate from the County in which you were born. If you were born in Sacramento County, contact the County Records Office. Fees may apply.
